‘There is interest in being able to track people who are not immunized or only partially immunized’<\/p>\n\n\n\n

The U.S. federal government is tracking people who decided not to get the COVID-19 vaccine injection, according to bombshell federal government records and video exclusively obtained by\u00a0NATIONAL FILE<\/em>. According to the shocking video, unvaccinated people are quietly tracked when they go to the doctor\u2019s office or to the hospital due to a quiet new program proposed and implemented by the Centers for Disease Control and Prevention (CDC). Government meeting materials make clear that the new program is designed to \u201ctrack people who are not immunized or only partially immunized.\u201d<\/p>\n\n\n\n

A bombshell piece of information was revealed at the September 14-15, 2021 virtual Zoom meeting of the federal government\u2019s ICD-10 Coordination and Maintenance Committee (which includes representatives from the Centers for Medicare and Medicaid Services, known as CMS, and the Centers for Disease Control and Prevention\u2019s (CDC) National Center for Health Statistics). At the meeting, the Committee discussed new categories of \u201cICD-10\u201d codes that the CDC\u2019s National Center for Health Statistics (NCHS) wanted to create to mark people as \u201cUnvaccinated for COVID-19,\u201d \u201cPartially Vaccinated for COVID-19\u201d and \u201cOther underimmunization status.\u201d<\/p>\n\n\n\n

The ICD-10 coding system was created by the World Health Organization (WHO) and doctors are required to use it to categorize different kinds of patients. The ICD-10 codes\u00a0<\/span>are preserved in a patient\u2019s electronic health record and used by<\/a>\u00a0<\/span>insurance companies for billing purposes. The CDC\u2019s National Center for Health Statistics maintains the ICD-10 codes. Within ICD-10 codes, there is a category known as \u201cICD-10-CM\u201d codes (<\/span>which are reportedly used by the CDC for tracking<\/span>\u00a0purposes<\/span><\/a>), and this \u201cCM\u201d category includes the new\u00a0<\/span>\u201cUnvaccinated for COVID-19\u201d<\/a><\/span>\u00a0category and\u00a0<\/span>also the \u201cPartially Vaccinated For COVID-19\u201d<\/a><\/span>\u00a0category and the \u201c<\/span>other underimmunization status\u201d<\/a><\/span>\u00a0category.<\/span><\/p>\n\n\n\n

The Committee made it clear that the new codes would be used to \u201ctrack\u201d unvaccinated people. At the time of the meeting, people who had adverse reactions to a past vaccine would still be categorized as unvaccinated or partially vaccinated, even if they are physically unable to get more vaccines or boosters.<\/p>\n\n\n\n

The CDC implemented the new codes to track unvaccinated people in April 2022, according to a document published on a CMS federal government website<\/strong>. <\/a><\/p>\n\n\n\n

ICD-10 Coordination and Maintenance Commitee staffer David Berglund, M.D. read from page 194 of a CDC Topic Packet that was prepared for the meeting (READ THE CDC TOPIC PACKET HERE<\/a><\/strong>).<\/p>\n\n\n\n

The Topic Packet states (emphasis added): \u201cDuring the current time of the COVID-19 pandemic, immunizations have provided protection for many people, but\u00a0there is interest in being able to track people who are not immunized or only partially immunized.<\/strong>\u00a0At the current time, this is a significant modifiable risk factor for morbidity and mortality, and of interest for clinical reasons, as well as of value for public health. NCHS is proposing creation of codes for unvaccinated for COVID-19, and for partially vaccinated for COVID-19.\u201d<\/p>\n\n\n\n

\u201cNCHS\u201d stands for the National Center for Health Statistics, which is a U.S. federal government division of the Centers for Disease Control and Prevention (CDC).<\/p>\n\n\n\n

Berglund stated, \u201cThose are their proposed changes,\u201d referring to the CDC\u2019s NCHS division.<\/p>\n\n\n\n

Here is page 194 of the Topic Packet for the meeting, which refers to \u201cinterest in being able to track people who are not immunized or only partially immunized.\u201d<\/p>\n\n\n\n

A commenter from Premier asked about patients who \u201cmay have had their first shot, had a really bad adverse reaction, and can\u2019t get the second shot. Should there maybe be a code that indicates incomplete vaccination or unvaccinated due to contraindication?\u201d<\/p>\n\n\n\n

David Berglund replied, \u201cHmm. So that would essentially be, that could be \u201cpartially vaccinated,\u201d or, well, in some cases people might be completely unvaccinated if they\u2019ve had some history of a reaction to some types of vaccines. But essentially the thought would be that there would be a history of other reaction type code that would explain it. I\u2019d have to look at how that might be done. We have not, at this point, proposed to have a separate way of coding that type of situation here. But there certainly could be interest in that. We can certainly look at that further.\u201d<\/p>\n\n\n\n

An NIH government website states<\/a>:<\/strong> \u201cICD-10-CM diagnosis codes will tell the story of each patient encounter<\/strong>, describe etiologies of the disease process, explain the complications of care, provide a basis for medical necessity, support coverage for payment purposes, identify incidence of disease, and support statistical tracking for healthcare practices<\/strong>, as well as provide disease state information on medical practices across the continuum of care.\u201d<\/p>","protected":false},"excerpt":{"rendered":"
