The first chapter in his book was expertly labeled <em>Silent Weapons for Quiet Wars,<\/em> named after the May 1979 Technical Manual TM-SW7905. A copy of this Technical Manual was found in 1986 in an IBM copier that was purchased at a surplus sale. An excerpt from the chapter:<em><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201cIt is patently impossible to discuss social engineering or the automation of a society, i.e., the engineering of social automation systems (SILENT WEAPONS) on a NATIONAL or WORLDWIDE SCALE without implying extensive OBJECTIVES of SOCIAL CONTROL and DESTRUCTION OF HUMAN LIFE, i.e., SLAVERY and GENOCIDE.<\/em><em><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>This manual is in itself an analog declaration of intent. Such a writing must be SECURED FROM PUBLIC SCRUTINY. Otherwise, it might be recognized as a TECHNICALLY FORMAL DECLARATION OF DOMESTIC WAR. Furthermore, whenever any person or group of persons in a position of great power and WITHOUT FULL KNOWLEDGE and CONSENT OF THE PUBLIC, USES SUCH KNOWLEDGE and METHODOLOGY FOR ECONOMIC CONQUEST \u2014it must be understood that A STATE OF DOMESTIC WARFARE EXISTS between said person or group of persons and the public.\u201d<\/em><em><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The unintended discovery shows us a battle plan on how to take America down. It spells out the intention to socially engineer the public as a major strategy to achieve total control. We saw these tactics play out in the Covid mandates. Turning compassion for others into a psychological weapon of societal control is what led the public to follow the tyrannical, ineffective, but destructive mandates such as mask wearing, social distancing, and COVID injections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This manual essentially declares war on the public and every individual in our society.&nbsp; More evidence appears daily that the entire population of Americans is targeted for destruction, with some more specifically targeted for intense intervention designed to be so camouflaged as to make people think they are losing their minds and seek psychiatric treatment.&nbsp; These Targeted Individuals (TI) are the subject of our Whistleblower Report today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The definition of a Targeted Individual per <a href=\"http:\/\/www.targetedjustice.com\">www.targetedjustice.com<\/a> is:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>&nbsp;\u201cA Targeted Individual (TI) is&nbsp;someone that has been selected by the Deep State (usually FBI, DHS, or&nbsp;CIA) to unwillingly participate in an experimental CIA torture program.\u201d&nbsp; <\/em><\/strong><strong><em><\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>This program was developed under the CIA&#8217;s MK-Ultra project and&nbsp;is designed to break down the individual and &#8220;neutralize the person,&#8221; using psychological,&nbsp;physical, and emotional stress.&nbsp; The ultimate goal of this program is to control the entire population, through intimidation, fear, and threats.&nbsp; Political activists, Labor Union leaders, Scientists, and Whistleblowers are some of the main&nbsp;targets of the program.&nbsp; However, some people are randomly chosen.&nbsp;&nbsp;&nbsp;Family and spousal relationships are usually destroyed, as part of this psychological torture.<\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ana L. Toledo, was one such Targeted Individual. Her mission in life is to help further educate the public on the advance array of technologies used to torture such individuals, one of which is using the same pulsed microwave energy used in Havana Cuba.
